An accessory is a secondary article that makes a primary article more useful, versatile, or effective without being essential to its basic operation — distinguishing accessories from parts, which are integral to function.

A 'parts' heading or subheading in the HTSUS covers components specifically designed for, integral to, and used with an identified article — but only when no more specific heading covers the component in its own right.

When a component could be classified under a specific heading describing it as an independent article, that specific heading prevails over a 'parts of' heading — under the relative specificity principle of GRI 3(a).

A component of an identified part may itself be classifiable as a 'part' of the original article — provided the chain of part relationships is traceable and the component has no broader commercial use that would direct it to a specific heading.
