A NY Ruling Letter (an "N-ruling") is a binding classification ruling issued by U.S. Customs and Border Protection's National Commodity Specialist Division (NCSD) in New York. It is the most common type of CBP ruling, covering the vast majority of routine HTS classification requests.

CBP's import specialist teams — organized by commodity and industry sector — are concentrated in the National Commodity Specialist Division in New York, which handles the great majority of first-line classification ruling requests. Rulings issued from this division carry an "N" prefix (e.g., NY N123456) and can be requested through CBP's electronic Ruling Request system (eRuling) or by paper submission to the NCSD.
NY rulings typically address routine, well-understood classification questions — products where the relevant heading, GRI application, and prior precedent are reasonably clear. CBP generally processes these requests within about 30 days of receiving a complete submission, though incomplete requests or products requiring sample review can take longer.
Once issued, a NY ruling is published in CBP's public CROSS database and is binding on CBP nationwide — not just at New York ports — for the requesting party's described goods. Other importers cannot rely on someone else's NY ruling as binding on their own entries, but a closely analogous NY ruling is strong persuasive authority for classifying similar goods consistently.

NY rulings are the backbone of CBP's ruling program and the primary source of classification precedent in CROSS. Because so many products already have on-point or closely analogous NY ruling precedent, efficiently researching and applying that precedent — rather than treating every product as a novel question — is central to demonstrating reasonable care.
